Delivery Site and Mode Policy

PURPOSE

This policy outlines the Leaders Institute (LI) delivery site and mode classifications, as well the procedures for approval of a new delivery site or mode.


SCOPE

All delivery sites and modes

 

DEFINITIONS

Campus: the physical location where a course is offered face-to-face, supplemented by web-based technology.

Extensive: block learning and teaching of five days face-to-face spread over the semester. This allows for students to complete readings, reflection and assessment and prepare for in-class activities between classes. The workload hours are the same as for an intensive or face-to-face.

Face-to-Face: all learning and teaching occurs on campus. Content, communication and collaborations between academic staff and students, and students and students occur on campus.

Intensive: block learning and teaching of five consecutive days of face-to-face classes of seven hours per day followed by 85 hours reading, writing, and assignments. 

Study hub: provides access, equity, and participation for online students, offering an informal space for study, tutorials, and occasional access to face-to-face delivery of units approved by the Study Hub Coordinator.

Mixed mode: integrates face-to-face, online, and other technology enhanced learning across physical and virtual environments. It can include a combination of recorded lectures and live online lectures. Mixed mode delivery might also involve some site-specific learning activities, such as work-integrated learning.

Off-campus site: from time to time, LI may deliver selected units from a course at an off-campus location to enable online students to benefit from face-to-face delivery of a unit by LI academic staff. Executive Management Team must approve each off-campus delivery of a unit and ensure appropriate, safe, well-maintained, secure facilities.

Online: all students access course materials, recorded lectures, learning resources, and communication through a virtual learning environment and learning management system.


CAMPUS AND STUDY HUB CRITERIA

LI ensures the following facilities for each campus and study hub:

 

1. Facilities

  • safe, well-maintained and secure facilities with disability access either owned or rented;

  • learning spaces where face-to-face classes are delivered;

  • workspace for staff and students;

  • student recreation areas;

  • access to computers, scanner, internet and multimedia equipment;

  • kitchen;

  • bathrooms including disability access;

  • appropriate video surveillance security;

  • access to electronic learning resources;

  • IT infrastructure, including web-based learning management system.

 

2. Student Support

  • appointed Campus Manager or Study Hub Coordinator to oversee student support activities;

  • orientation and induction for staff and students;

  • access to counselling referral services;

  • academic support.

 

3. Management

  • LI coordinates a quarterly campus management meeting for each campus which monitors the quality of facilities, student services, and promotion of the campus;

  • Study Hub Coordinators remains accountability to their relevant LI supervisor;

  • marketing of all courses is overseen by LI.

 

4. Quality

  • Academic Board is responsible for ensuring that all academic and student support is appropriate, equitable, and comparable across all LI delivery sites and modes.

  • The quality of the delivery site is monitored by regular and cyclical reviews, as well as through analysis of student performance in Examiners Committee.

 

PROCEDURES

 

PROCEDURES FOR A NEW DELIVERY SITE

1. Proposal to Executive Management Team

A proposal must be tabled to Executive Management Team, including:


  • classification;

  • proposed location, including site visit if required;

  • business plan;

  • demonstration of meeting the relevant legislation and industry compliance.

 

2. Proposal to Academic Board

If approved by Executive Management Team, the proposal is tabled at Development Committee.

 

3. Site Visit

For a new campus, a site visit should be conducted to ensure facilities meet LI’s criteria. The site visit report is tabled at Executive Management Team and Academic Board.

 

4. Approval

If Executive Management Team and Academic Board are satisfied, the proposal is recommended to Governing Board for approval.

 

5. Notification

A Material Change Notification is submitted to TEQSA. For a new campus, CRICOS approval must be received before acceptance of overseas students in Australia. Once notification has been received and noted by TEQSA, promotion of the new delivery site may commence.

 

MODIFICATION OF A DELIVERY SITE OR MODE

For modifications to an existing delivery site or mode, such as adding courses or adding online delivery, the following procedure is required:

 

1.       Presentation of proposal to Executive Management Team and Academic Board through Development Committee.

2.       If approved, a Material Change Notification is submitted to TEQSA, if required.

3.       CRICOS application for an existing delivery site is submitted to TEQSA if required.
